HOLDEN BOARD OF SELECTMEN

MEETING MINUTES

December 5, 2016

 

6:30PM                                                                                               Memorial Hall

 

Present: Chairman Anthony Renzoni, Geri Herlihy, Tim Ethier, Jeremy Kurtz, Erik Scheinfeldt

 

Others Present:            Peter Lukes, Assistant Town Manager

                                    Liz Fotos, Town Recorder

 

Others Not Present:    Jacquelyn Kelly, Town Manager.

 

Chairman Renzoni called the meeting to order at 6:30PM.  The Board stood to recite the Pledge of Allegiance.

 

  1. Appointments, Licenses, Permits

 

N/A

 

  1. Annual License Renewals

 

Chairman Renzoni stated that the Board had before them two lists for the Annual License Renewals of the Town’s businesses.  He stated generally, the Board approves the list of those businesses that have satisfied all outstanding conditions and then the other list can be approved contingent upon the outstanding matters being cleared up.

 

Motion by Sel. Kurtz, seconded by Sel. Scheinfeldt, it was UNANIMOUSLY VOTED TO APPROVE THE ANNUAL LICENSE RENEWAL FOR THE BUSINESSES THAT ARE COMPLETELY COMPLIANT AS SUBMITTED (WHITE DOCUMENT).

 

Motion by Sel. Kurtz, seconded by Sel. Scheinfeldt, it was UNANIMOUSLY VOTED TO APPROVE THE ANNUAL LICENSE RENEWAL FOR THE BUSINESSES LISTED (YELLOW DOCUMENT) CONTINGENT UPON COMPLIANCE BY DECEMBER 30, 2016. 

 

Sel. Kurtz asked if all businesses in non compliance were notified. 

 

Mr. Lukes replied he believed they were.

 

  1. Vote to Permit Use of Town Commons Girl Scout Town-wide Yard Sale, May 13, 2017 5AM to 5PM.

 

Motion by Sel. Kurtz, seconded by Sel. Ethier, it was, UNANIMOUSLY VOTED TO APPROVE THE USE OF TOWN COMMON FOR GIRL SCOUT TOWN-WIDE YARD SALE ON MAY 13, 2017.

 

  1. Town Manager’s Update

 

Year-to-Date Revenue and Expenditure Reports:  Lori Rose, Town Accountant, has prepared the enclosed monthly Year-to-Date Revenue and Expenditure Reports for the period July through October 2016.

 

2017 MMA Annual Meeting & Trade Show: The MA Municipal Associations Annual Meeting and Trade Show will be held on January 20 & 21 2017 at the Hynes Convention Center, Boston, MA.  Should you wish to register for this event, please fill out the enclosed application ,along with any hotel reservations you want, and return it to the Town’ Manager’s Office.  We will see that you are registered and hotel accommodations are booked.

 

ZBA Hearing on Appeal of Summit Wynds:  The Zoning Board of Appeals will hold a hearing on January 5, 2017 to hear the appeal by Summit Wynds of the Town’s Cease and Desist Order.

 

Fire Department Safety Training Class: The Fire Department is presenting a Seminar on fire safety on December 8th at 6PM at the Senior Center.

Motion by Sel. Kurtz, seconded by Sel. Herlihy, it was UNANIMSOUSLY VOTED TO APPROVE THE NOVEMBER 7, 2016 BOARD OF SELECTMEN MEETING MINUTES AS SUBMITTED.

 

  1. HMLD Calendar Year 2017 Budget and Capital Plan

 

Jim Robinson, HMLD Director was present at the meeting.  He presented the Board with a presentation entitled Holden Municipal Light Department: CY 2017 Operating and Capital Budgets – Board of Selectmen/ Light Commission – December 5, 2016

 

During the presentation, Chairman Renzoni interrupted Mr. Robinson to call for Citizen’s Address.

 

  1. Citizen’s Address

 

No member of the public stepped forward.  Chairman Renzoni closed Citizens Address.

 

HMLD Calendar Year 2017 Budget and Capital Plan Cont.

 

Mr. Robinson finished his presentation.

 

Motion by Sel. Kurtz, seconded by Sel. Ethier, it was UNANIMSOULY VOTED TO

  1. Accept the CY2017 Holden Municipal Light Department Operating Budget, as presented.
  2. Voted to appropriate the sum of $106,800 of Light Department Funds to the Town of Holden OPEB Trust Fund in 2017 on a date to be determined by the Town Manager
  3. Voted to accept the CY2017 Holden Municipal Light Department Capital Budget, as presented.

 

 

  1. Selectmen Subcommittees

 

Chairman Renzoni thanked Sel. Kurtz and the Winter Carnival Committee on a great event.  He stated he wanted to thank everyone that assisted.

 

Sel. Kurtz thanked the Committee as well as the Recreation Department as they have a lot to do with bringing in Santa.  He stated all the different departments, Fire, Police, everyone assisted.  He also thanked the Senior Center and Church for their space and contributing as well.

 

Chairman Renzoni thanked DPW for cleaning up.  He asked Mr. Lukes to reach out to the Department heads to commend them on a great event.

 

  1. Selectmen Miscellaneous

 

Sel. Ethier stated that he and Sel. Herlihy attended the Christmas lunch at the Senior Center.  He stated that they did a great job and the lunch was a big success.

 

Sel. Ethier stated that Cheryl Jenkins, Town Clerk announced that she was retiring as Town Clerk at the end of the year.  He stated she had done a terrific job and she will be missed. 

 

Mr. Lukes stated that Ms. Jenkins last day would be on December 21, 2016.

 

Sel. Ethier stated that there was an initial concern with residents that were upset with school buses parking at the residential homes.  He stated it took many months but there was a change to the bylaw to forbid it but it appears that another bus began parking overnight at 12 Montana Drive and are claiming that they are grandfathered from the clause.

 

Mr. Lukes replied that he called Zoning and Enforcement and they are aware of the situation.  He stated that this is a temporary situation as where the bus normally is parked is being paved and it will be back to normal in the next two weeks.

 

Sel. Scheinfeldt stated that three schools in Town, Dawson Elementary, Mountview and Wachusett High School received the Best of the Best Award.  He commended the teachers, schools, and staff on their efforts.

 

Sel. Scheinfeldt stated that there is an issue of concern that was raised to him about the cleanliness of the library.  He stated that he was told that the library is having issues with the cleaning company.  He asked if there were other buildings in Town having issues as well.

 

Mr. Lukes replied that they are aware of the issue and they are in the process of trying to ensure that the cleaning contractor meets the Library’s cleaning expectations.

 

Sel. Ethier asked about how the company was decided.

 

Mr. Lukes replied that they were required to go with the lowest bidder and at this point, there have been several complaints made. 

 

Sel. Ethier asked if it was possible to go back to DPW Cleaning.

 

Mr. Lukes replied they were looking into it and seeing what the possibilities of going forward with a different company would be.

 

Sel. Scheinfeldt asked how long the contract was for.

 

Mr. Lukes replied three years.

 

Chairman Renzoni stated that there is a contract but that in the contract there is a set of standards set forth that was not being met. 

 

Mr. Lukes agreed and stated that they were in the process of working it out.

 

Chairman Renzoni asked for an update at the next meeting.
