HOLDEN BOARD OF SELECTMEN

MEETING MINUTES

November 27, 2017

PRE-MEETING TO SPECIAL TOWN MEETING

 

6:30PM                                                                       Wachusett Regional High School

 

 

Present: Chairman Robert Lavigne, Geri Herlihy, Anthony Renzoni, Tim Ethier, Jeremy Kurtz

 

Others Present:            Peter Lukes, Town Manager

                                    Liz Fotos, Town Recorder

 

Chairman Lavigne called the meeting to order at 6:30PM.

 

Motion by Sel. Renzoni, seconded by Sel. Kurtz, it was UNANIMOUSLY VOTED TO SUPPORT WARRANT ARTICLE 1 OF THE NOVEMBER 27, 2017 SPECIAL TOWN MEETING AS PRESENTED. (4-0)

 

Motion by Sel. Renzoni, seconded by Sel. Kurtz, it was UNANIMOUSLY VOTED TO SUPPORT WARRANT ARTICLE 2 OF THE NOVEMBER 27, 2017 SPECIAL TOWN MEETING AS PRESENTED. (4-0)

 

Chairman Lavigne asked Mr. Lukes what the Planning Board recommendation was regarding Warrant Article 3; Street Acceptance.

 

Mr. Lukes replied that the DPW had informed him that the remaining punch list items were completed and he believed that the same information was given to the Planning Board.  He stated that the Town had also received all outstanding checks.

 

Sel. Ethier entered the meeting at 6:35PM.

 

Chairman Lavigne told Sel. Ethier that the Board had unanimously supported Warrant Articles 1 and 2 and were now speaking about conditionally supporting the streets outlined in Warrant Article 3 pending Planning Board approval.

 

Motion by Sel. Renzoni, seconded by Sel. Kurtz, it was UNANIMOUSLY VOTED TO SUPPORT WARRANT ARTICLE 3 OF THE NOVEMBER 27, 2017 SPECIAL TOWN MEETING AS PRESENTED PENDING PLANNING BOARD RECOMMENDATION.

 

Chairman Lavigne stated that he felt that the Board of Selectmen should take no position on Warrant Article 4; the Citizen Petition. 

 

Sel. Renzoni agreed.

 

Sel. Kurtz stated that he would like to discuss this matter.  He stated that he understood that the Board did not usually take positions on citizen petitions; however, a similar situation arose at the previous Town Meeting and the Board did.  He stated that they were there to lead the town and should take a position on the matter.

 

Sel. Renzoni stated that they were unable to discuss without a motion.

 

Sel. Kurtz made a motion that the Board of Selectmen did not support Warrant Article 4.  The motion failed for a second.

 

Chairman Lavigne stated that this had come up in the past and the Board historically did not take positions on this matter.  He stated that he could not take a position without a plan and they had only heard from one resident regarding this matter. 

 

Sel. Ethier stated that to Chairman Lavigne’s point they had not heard from many people in the area.

 

Sel. Kurtz stated that last year, with the car dealership, the Board decided to take a position and lead the Town.  He stated they did their due diligence and took a position and they were now backtracking.  He stated that as leaders they should lead.

 

Chairman Lavigne stated that to the car dealership matter, it would have changed the landscape of the Town.

 

Sel. Renzoni stated that the two matters were different and that there was no motion.

 

Sel. Renzoni asked to open Warrant Article 1 and 2 up for reconsideration and vote because Sel. Ethier was not present for initial vote.

 

Motion by Sel. Renzoni, seconded by Sel. Kurtz, it was UNANIMOUSLY VOTED TO RE-OPEN THE VOTE FOR WARRANT ARTICLE ONE OF THE NOVEMBER 27, 2017 SPECIAL TOWN MEETING FOR RECONSIDERATION BY THE BOARD OF SELECTMEN.

 

Motion by Sel. Renzoni, seconded by Sel. Ethier, it was UNANIMOUSLY VOTED TO SUPPORT WARRANT ARTICLE ONE OF THE NOVEMBER 27, 2017 SPECIAL TOWN MEETING AS PRESENTED.  (5-0)

 

Motion by Sel. Renzoni, seconded by Sel. Kurtz it was UNANIMOUSLY VOTED TO RE-OPEN THE VOTE FOR WARRANT ARTICLE TWO OF THE NOVEMBER 27, 2017 SPECIAL TOWN MEETING FOR RECONSIDERATION BY THE BOARD OF SELECTMEN.

 

Motion by Sel. Renzoni, seconded by Sel. Kurtz, it was UNANIMOUSLY VOTED TO SUPPORT WARRANT ARTICLE TWO OF THE NOVEMBER 27, 2017 SPECIAL TOWN MEETING AS PRESENTED (5-0).

 

Motion by Sel. Kurtz, seconded by Sel. Renzoni, it was UNANIMOUSLY VOTED TO PASS OVER ARTICLE 5 OF THE NOVEMBER 27, 2017 SPECIAL TOWN MEETING.

 

The Board assigned speakers to each of Warrant Article 3:  Chairman Lavigne: Candlewood Lane; Sel. Herlihy: Colleen’s Way; Sel. Renzoni: Joel Scott; Sel. Kurtz: Teresa, and Sel. Ethier: Preservation Lane. 

 

Sel. Renzoni left the meeting at 6:44PM.

 

Motion by Sel. Kurtz, seconded by Sel. Herlihy, it was VOTED TO ADJOURN THE NOVEMBER 27, 2017 BOARD OF SELECTMEN MEETING AT 6:45PM TO THE SPECIAL TOWN MEETING AND TO RECONVENE AT THE CONCLUSION OF SPECIAL TOWN MEETING FOR THE SOLE PURPOSE OF ADJOURNMENT BY A VOTE OF 4-0-1.

 

Motion by Sel. Renzoni, seconded by Sel. Kurtz, it was UNANIMOUSLY VOTED TO ADJOURN THE NOVEMBER 26, 2017 BOARD OF SELECTMEN MEETING AT 7:29 PM.
