Kenneth Strom called the meeting to order at 7:15 pm

 

GREENWOOD ESTATES II NOI REVIEW- 183-612- *continued Quinn Engineering In – updated Stormwater Report dated August 1, 2017, Jackson Woods Investment, LLC  

 

Clea Blair was present at the meeting and was informed that there was not a quorum to open the hearing.  Mike K. can not vote on this hearing.

 

Ken S. continued the matter until the September 6, 2017.

                                                   

 

NOTICE OF INTENT-Stoney Brook Estates 11 Courtney Drive 183-641

Assessing Map 157 Parcel 111. New England Environmental/ Construction of a Single-Family Home and Driveway (Cont. from June 28, 2017)

 

Clea Blair presented and said that everything was resolved except to indicate stormwater structures on a separate plan.  He sent us a copy of the plan dated July 13th, 2017 prepared by New England Environmental Design that incorporated the maintenance costs annually the stormwater basin and structures.  Clea asked for approval of the submitted plan.  Luke asked if that was the new location of the fence, Clea said yes.  Ken Strom asked if this agreement was going to be attached to the deed. Clea said that he did not want the agreement attached to the deed that he would like to include it with the Orders.  Pam Harding suggested preparing and issuing a permanent Order of Conditions indicating the provision that the homeowner is responsible for the ongoing maintenance.   Luke B. made a motion to issue a permanent order that would include the drainage maintenance plan dated 7/13/17.  The project requires that $5000.00 be set aside in an escrow account and the project is subject to review by Town Counsel.   All in favor, approved.

 

 

 

NOTICE OF INTENT - Trout Brook Pond- Holden DPW - 183-645

320 Manning Street, Assessing Map 65, Parcel 1.

 

Pam Harding stated that there was not a DEP File number or DEP comments at this time and that they would need to continue the hearing.  Glenda Williamson gave a brief description of the project and permitting requirements.  She stated that the MEPA permit has been submitted and that it would be published in the August 9th edition of the Environmental Monitor.  She stated that the Watershed Variance was submitted to DCR and that they are reviewing the proposal.  She also stated that the 401 water quality permit is in rough draft form and will go out soon and that the US Army Corps permit would be the last submitted.

 

Ken S. continued this matter to September 6, 2017.

 

 

HOLDEN YOUTH SOCCER LEAGUE 183-641

351 Bullard Street Assessing Maps 164,150 Parcels 16 and 43.  Patrick Healy, Thompson-Liston Assoc, Construction of two new soccer fields, access driveways, parking, stormwater management facilities and grading within the buffer zone.

 

Patrick Healy presented at the meeting and provided two copies of the full scale project plans dated August 2, 2017.  He also provided 9 copies of a packet dated August 2, 2017 that addressed the DEP Comments.  Patrick stated that they added the location of the Zone A line to the plans, that they pulled back the limit of work from the Zone A line, modified the shapes of the stormwater basins and the locations of the discharge points.  The Holden DPW provided comments to the applicant in a memorandum dated July 20, 2017, outlining the changes and or additions to the overall plan. Patrick H. stated that an abutter mentioned that there may be a vernal pool on the project site.  He stated that they added the 100 foot and 200 foot setbacks around a potential vernal pool located on an adjacent property.  He stated that the proposed work is outside of these setbacks.  Patrick H. stated that they still need to address the DPW comments and he requested a continuance to the Commission's September 6th hearing.

 

Mike K. continued this matter to the September 6, 2017 meeting.

 

 

NOTICE OF INTENT – LOT 1 NEWELL ROAD 183-644

Assessing Map 223, Parcel 39   Newell Road Realty, LLC.  Construction of a community boathouse with paved access, parking, grading and utilities within the 100-foot buffer.  Guerriere & Halnon, Inc.

 

Pam Harding read the hearing notice into record.  Bob Poxon with Guerriere & Halon presented the project to the Commission.  Mr. Poxon provided the Commission with a copy of the Stormwater Report and checklist as requested by the DEP.  Mr. Poxon stated that the project is for  the construction of a community boathouse for the Village at Westminster residents and that there are not any boats associated with the project, that it is a community house where the resident can have social functions.  Mr. Poxon stated that the stormwater will flow toward Newell Road.  He stated that there is a 25-foot no disturb zone that they will stay out of and that they incorporated a proposed 25:1 armoured slope along the northern project limits that would keep the development out of the 25-foot buffer. He gave a review of the stormwater structures on the project site and indicated a sewer line easement that crosses the site.  He stated that they are going to construct a water quality basin with a 68 percent TSS removal rate and will discharge over a dissapator.   Pam Harding mentioned the DEP comments, asked about the Zone A line and stated that the ANR lot on Newell Road is not an allowed use in Zone A, also no stormwater can be in Zone A.  She requested that the Zone A line be added to the plans.   Luke B. had stormwater comments.  Luke stated that infiltration was not modeled and that no test pit information was provided to the Commission.  Luke B. asked about the TSS removal calculations and asked for more information on this. Luke B. asked about the armoured slope, Mr. Poxon said it was about 10 feet high and Luke B. asked if they could please add a detail of the slope on the plan showing the size of the rocks that would be used.    Luke B. wants the soil texture determined under the basin to ensure proper drainage.  Ken S. asked if there were any comments from the public.  John Meyer 45 Chapin Road, was present.  He stated that he was under the impression that the project was a community boathouse for all the Holden residents to use and that the public notice was very misleading. Jim Robinson lives near there and will save his comments for the planning board meeting.  Dave Getman has been surveying the pond and was concerned about introduction of invasive species.  The applicant needs to apply to DCR as well.  Anthony asked what sort of boats there were going to be.  Anthony stated that the name needs to be changed, because it it too misleading.  Pam stated that the notice was sufficient that this is a wetland hearing, not a zoning hearing and that the record is available for public review if anyone wants to see it.  Luke B. made a motion to continue to the September 6th meeting, Mike K seconded. 

 

REQUEST FOR CERTIFICATE OF COMPLIANCE - Stoney Brook Estates Subdivision   Clea Blair  183-493

The request was continued to the September 6, 2017 meeting date due to lack of quorum.  The Commission would like to review the As-Builts and address any other concerns prior to issuing a final COC.

 

REQUEST FOR CERTIFICATE OF COMPLIANCE - 27 Eagle Terrace -183-551 Jim Harrity, Integral Builders.

 

Glenda Williamson stated that the site is fully stabilized and that the boulders marking the 25 foot no disturb zone were in place.  COC Approved.

 

REQUEST FOR CERTIFICATE OF COMPLIANCE -  Parkers Pit Road 183-603

Dave Getman MADCR briefly explained the project and said he did an on-site visit with Glenda Williamson \.  Glenda W. stated that the roadway is fully stabilized and that the final COC could be issued.  COC approved.

 

 

 

EXTENSION OF TIME – Lots 1 and 2 Chapin Road 183-562, 183-563

Ken S. asked if any work has started on the lots, Glenda W. stated no and that the extension was valid thru October of 2018.   Luke B. made a motion to issue the extension, Anthony C. seconded, approved.

 

MT. VIEW MIDDLE SCHOOL -

The applicant was not in attendance at the meeting, this item will be continued to the September 6th meeting date.

 

Approval of Minutes: Commission held onto approval of minutes until next meeting.

 

 

 

Motion by Ken S, seconded by Luke B., it was UNANIMOUSLY VOTED TO ADJOURN THE AUGUST 2, 2017 CONSERVATION COMMISSION MEETING AT 8:25 PM.
