MINUTES

Present:  Chairman Paul Challenger, Dave White, Larry Galkowski, Margaret Watson, Bob McCarthy, Erik Githmark, Gary Kaczmarek, OPM, Sue Lucia

  1. OPM Report:  Gary Kaczmarek gave a construction update. There are a few punchlist items remaining. There have been recent problems with the school. On Sunday, a heating unit coil froze and flooded the girls locker-room. Two janitors were onsite and were able to shut some things down. The unit was in occupy mode. Erik Githmark had changed schedule last Thursday to be in occupy mode. A meeting was scheduled to discuss the HVAC system with CTA, LPA, KMD, the controls people and an Addison representative to talk about the heating issues in general. Kevin Seaman was there and requested all trending data for the unit over last 24 hours before it let go. He will analyze the data. On Monday morning at 9:45, water was reported leaking through the ceiling on third floor. The RTU 7 coil froze. This released water into the corridor in the blue wing on the third floor. It was shut down immediately causing minor damage. Today after noon two sprinkler heads froze in the main vestibule. The cabinet was warm, but above the ceiling, it was ice cold. CTA is working on the cause. Mike Pagano reported the information on the failures of the air-handling units is still developing. Kevin Seaman is in contact with KMD. He concluded they might be defective units. There may be a problem with the software in the units. There may also be a problem with the signal from occupied to unoccupied. The temperature change damper opened causing the freeze up. Kevin believes it can be corrected, but requires techs from Florida to come address the problem. Gary was told from the Addison representative that it would take 3-4 weeks to make new units. The RTU10 unit was replaced and stored at Reed Rico. He said the town could potentially to get that unit back and use parts to get the damaged unit up and running quicker. Dave said his thought are that a coil can get repaired in 7B, the town should have a replacement in town to fix 10C and getting propylene glycol into the system could be done at the beginning of next week. This would get us out of the woods and prevent freeze ups. Mike Pagano said Kevin is going to do the calculations to see if the system can handle glycol. If it can, he recommends going to glycol. Auburn has lost eight coils. The information points to a software problem. If the reality is the units are defective then we paid for defective units. Maybe we should rescind past payment. Paul Challenger asked how much damage was done. Gary said it was mostly ceiling tiles and it shorted out duct smokes. RB Allen will replace those tomorrow.

Paul asked about the punchlist. Gary said it was slow over the holidays. CTA will get the rest done soon. Paul asked if they have stopped adding items. Lyle Coghlin replied that just a few items are left. Dave stated the biggest concern is the frozen sprinkler lines. There must be a draft to cause that to happen, an architectural defect. Lyle will send someone to fill in the flues with insulation. Gary will do a more thorough inspection tomorrow.

  1. Misc: Paul reported there was a note from Jacquie Kelly that she is working up a settlement letter. Lyle Coghlin is concern that holding money for the HVAC would interfere with the settlement. Dave White said it is the contractor’s responsibility to deliver a working system.

Dave asked about the prevention maintenance system. Erik Githmark said they are working on it. Dave said it is disturbing that the school said the problems are under warranty and they were not involved. In his opinion, this is negligent. The district needs to take an active role to take care of the building. He cannot believe the only concern is if the district is paying for anything. He is concerned as a citizen to hand off the building to town without a program in place. Even in warranty, there is still responsibility for day-to-day operations. The leadership at the school district is nonexistent. He is very concerned. Margaret Watson said there needs to be a concern about the maintenance over time and monitoring the building for repairs. There needs to be a discussion between the town and the school to maintain the building. Dave also said the principal should not be intimate with the maintenance of the building. A better approach is a discussion with the superintendent. They own the building now, not just after the warranty is up.

Mike Pagano received a return email from Kevin Seaman that said the pumps could handle up to a solution of 30% polypropylene glycol. Mike will push for a number tomorrow.

Dave White motioned to approve the minutes from the December meeting as presented, Bob McCarthy seconded and all were in favor of approving the minutes from the December meeting as presented. Erik Githmark abstained.

Dave White motioned and Bob McCarthy seconded, with no other business to discuss, the meeting was adjourned at 8:05.
