UNDERSTANDING YOUR BILL

 

There have been several new changes to the electric portion of your bill. In order to assist you in understanding the changes, we have provided some definitions, a new rate structure, and an explanation on how those costs on your bill were determined. The following items are referring to Residential customers for both non-solar, and net metering(solar) accounts. Please refer to the sample bills for description and charges. DESCRIPTIONS AND DEFINITIONS:

A   USAGE: Kilowatts used from HMLD

B    ELECTRIC BAL FWD:  Electric Balance Forward -This is either a credit or an unpaid amount from the previous bill. If the amount is preceded by a – (dash), then it is a credit.

C    RES  DIST CHARGE:  Residential Distribution Charge – This is an operating cost. It pays for distribution, operation & maintenance.

D   RES  PURCH PWR COST:  Residential Purchase Power Cost – This is the cost of purchasing the power you used. The hydro credit aka PCP(PASNY Credit to Power) associated with the Niagara Dam Project is included with this line item.

E   MASS  CEC:  Massachusetts Clean Energy Center – This cost funds the Mass Clean Energy Center which provides residents of Holden with low cost loans and loan support for income qualified residents for alternative energy sources.

F  DISCOUNT: This is the 15% discount based on the RES DIST CHARGE.

2   Customer Service Fee = 5.00
3   Purchase Power Cost = .0950
4   Mass CEC = .0005

HOW YOUR BILL AMOUNT IS DETERMINED:

* RES DIST CHARGE = (1 x A) + 2
             Sample = (.0402 x 688) + 5.00
                             27.66 + 5.00 = $32.66

** RES PURCH PWR COST = 3 x A
            Sample = .0950 x 688 = $65.36

*** MASS CEC = 4 x A
            Sample = .0005 x 688 = $0.34

**** TOTAL DISCOUNT = 15% x (RES DIST CHARGE)
            Sample = .15 x $32.66 = $4.90

DESCRIPTIONS AND DEFINITIONS:

B   RETURNED: Kilowatts returned to HMLD

C    ELECTRIC BAL FWD:  Electric Balance Forward -This is can be either credit or an unpaid amount from the previous bill.  If the amount is preceded by a – (dash), then it is a credit.

D    RES  DIST CHARGEResidential Distribution Charge – This is an operating cost. It pays for distribution, operation, and maintenance.

E   RES  PURCH PWR COST:  Residential Purchase Power Cost – This is the cost of purchasing the power you used. It is reviewed every 6 months. The hydro credit aka PCP(PASNY Credit to Power) associated with the Niagara Dam Project is included with this line item.

H   RES  PURCH PWR CREDIT: Residential Purchase Power Credit – This is a credit based on the amount of Kilowatts returned to HMLD, multiplied by PURCH PWR COST.

I    SOLAR  DIST CHARGE: Solar Distribution Charge – This charge captures the operating costs incurred in providing service to the location. This charge is 2 times the size of DC Capacity of the solar array. The size is specific to each customer.  This size is on the account, but does not show up on the bill.

J   TOTAL DISCOUNT: This is the 15% discount based on the RES DIST CHARGE & the SOLAR DIST CHARGE.

F = MASS CEC = 4 x A
             Sample = .0005 x 931 = $0.47

G = RES DIST CREDIT = 1 x B
            Sample = .0402 x -520 = - $20.90

H = RES PURCH PWR CREDIT = 3 x B
            Sample = .0950 x -520 = - $49.40

I = SOLAR DIST CHARGE = $2 x (size of DC capacity of solar array)
            Sample = $2.00 x 9.555 = $19.11

J = TOTAL DISCOUNT = 15% x (RES DIST CHARGE – RES DIST CREDIT + SOLAR DIST CHARGE)
            Sample = .15 x (42.43 -20.90 + 19.11) = $6.10
