MINUTES OF THE BOARD OF ASSESSORS
January 30, 2017

Members Present: Rosemary Scully, James Dillon, Robert Fitzgerald 
1. Meeting called to order.         
 
2. Acceptance of Minutes: approve the minutes of the October 31, 2016 meeting.
 
3. Fiscal 2017 Tax Rate: 
$17.59 per thousand.  Approved by Department of Revenue on November 8, 2016
 
4.  Real Estate and Personal Property Tax Bills:
Tax bills for Fiscal Year 2017 were mailed on December 30, 2016, for Real Estate and Personal Property
 
5.  Real Estate/Personal Property Abatement Applications:
Reviewed applications for abatement.  Rose has been conducted inspections and will schedule the remaining property visits during the month of February with plans to review them at the February 27th meeting.
Decisions were reached on the nine properties reviewed today and letters and/or certificates will be prepared and mailed to the property owners.  The deadline to submit Applications for a Real Estate or Personal property tax abatement is Monday, February 1, 2017.
 
6. Supplemental Real Estate Tax Bills
Supplemental Real Estate tax bills are scheduled to go out in mid-March.  The
properties subject to the Supplemental Real Estate Tax depend on if the value of the property changed by more than fifty percent since the beginning of the fiscal year.  Rose will be obtaining the occupancy permits issued by the Office of Planning and Development. There are projected to be close to thirty new single family homes and condominiums for the fy17-1 Supplemental Tax Billing.
 
7. Application for Statutory Exemption:
The White Oak Land Conservation Society filed an application for land acquired in the Wachusett Valley Development, for Fiscal Year 2018.  Was approved.
 
8. Forms of List and 3ABC Forms.
Mailed on December 31, 2016.
 
9. Income and Expense Forms
Scheduled to be mailed on February 13, 2017
 
10. Cyclical Inspections:  on hold until April due to weather/icy conditions.
Approximately 1,000 cyclical inspections were done in 2016.
Sue is preparing mailings to be sent out in March for cyclical inspections 2017
 
11.  State Owned Land:
Reviewed land on Map 161 Parcel 4.  State submitted appraisal for reimbursement
for this acquisition from 2015.  Approved by Board.  Rose will submit paperwork.
 
12.  Fiscal year 2018:
Rose is scheduling appointments with new owners to verify market/sales
Interior and Exterior inspections for Building Permits/updates to property
 
13.  Town Manager: Jacquie Kelly, is retiring effective March 4th.  Assistant Town 
Manager, Peter Lukes, has been appointed by the Board of Selectmen to
be the next Town Manager of Holden.
