Members Present:  Rosemary Scully, James Dillon and Robert Fitzgerald

1.    Acceptance of Minutes from June 20, 2016.

 

2.    Status of Fiscal Year 2017:

Preliminary Certification of values for Fiscal Year 2017: August 18, 2016

Public Disclosure: Notice on Town of Holden Website, Home page and Assessors

August 22, 2016 through August 26, 2016.

Final Certification of values for Fiscal Year 2017: September 9, 2016

 

3.    Preliminary Tax bills were mailed by the Collector’s office on June 30, 2016.  One    

Abatement was issued for a land parcel which should have been deleted prior.

Jackson Woods: map 161 parcel 110, value $33,200, abated tax $297.80

 

4.   State owned land:  additional parcel purchased by the State-DCR, November 24, 2015                     

Submitted paperwork for reimbursement.  Map 161 Parcel 4, Meadow wood Dr.

 

5.   Chapter Land: Review offer to purchase property on River Street currently in Chapter

61A, owned by Massey’s.  Portion of Map 90 parcel 33.  Board does not have

interest in this property for the town. Will create one house lot along River St.

 

6.    Property owner scheduled to speak regarding vacant land parcel:  Brenda Prachniak

8:30 am…Map 184 Parcel 3-1.  Bailey Road.  Acreage discrepancy: Town lists

 

13 acres, Brenda filed abatement in Fy2015 stating this parcel to be 8 acres 95 rods. Abatement was denied.  Appealed to the Appellate Tax Board. Meeting held

September 1, 2016 in Boston.  Continuance was requested by parties to review additional information at this Board of Assessors Meeting.  Brenda brought old hand written deed, and old plans abutting this parcel, and of this parcel.  Board discussed and voted unanimously to update parcel for Fiscal Year 2017 to 8 acres, 95 rods. (8.59acres)  Rose will contact Brenda by phone and follow up with letter.

 

3.   Old/New Business

Office will attend the Worcester Area Assessor’s workshop on September 22nd, concerning Chapter Land.

Rosemary Scully will attend “What’s New in Municipal Law” on September 29th

Chapter Land Applications and Renewals:  Due by October 3, 2016

Janice has been calling property owners with reminders to get them in.

Exemption Forms:  Preparing to mail to individuals on our mailing lists.  Will be

sent out middle of October.  These include: Elderly exemption, Surviving Spouse,

Blind, and Veteran Exemptions.  We will provide information for a post in the Senior Center Newsletter.

 

 4.   Cyclical Inspections:  working on maps 159, 160, and 161.
