MINUTES OF THE BOARD OF ASSESSORS

Members Present: Rosemary Scully, James Dillon, Robert Fitzgerald
1.  Meeting called to order
 
2.  Acceptance of Minutes: approve the minutes of the December 7, 2015 meeting.
 
3.  Real Estate/Personal Property Abatement Applications:
Reviewed those applications received to date.  Rose has been conducted inspections and will schedule the remaining property visits during the month of February with plans to review them at the February 29th meeting.
Decisions were reached on the three properties reviewed today and letters and/or certificates will be prepared and mailed to the property owners next week.  The deadline to submit Applications for a Real Estate or Personal property tax abatement is Monday, February 1, 2016.
 
4. Supplemental Real Estate Tax Bills
Supplemental Real Estate tax bills are scheduled to go out in mid-March.  The new construction of properties potentially be subject to the Supplemental Real Estate Tax depending on if the value of the property changed by more than fifty percent since the beginning of the fiscal year.  Rose will be obtaining the occupancy permits issued by the Department of Growth Management and updating property record cards to reflect the change in value. It is projected to be close to twenty new single family homes and condominiums for the fy16-1 Supplemental Tax Billing.
 
5. Appplication for Statutory Exemption:
The White Oak Land Conservation Society filed an application for land acquired on Chapin Road, Map 208 Parcel 50, for Fiscal Year 2017.  Was approved.
 
6.  Real Estate and Personal Property Tax Bills: 
Tax bills for Fiscal Year 2016 were mailed on December 31, 2015, for Real Estate
And Personal Property. Abatement Applications are due by February 1, 2016.
 
7. Forms of List and 3ABC Forms.
Mailed on December 31, 2016.
 
8.  Cyclical Inspections:  on hold until March due to weather/icy conditions.
 
9.  Fiscal Year 2017:  re-certification year. Review proposals for conducting revaluation services for real estate and personal property. RRC was chosen for Personal Property.
Vision was selected for Residential.  Vision was selected for Commercial/Industrial.  
Have met with Bureau of Local Services Advisor Gerry Creen already:  regarding Stateland acquisitions since last recertification in fy2014.
Will meet on February 3, 2016 to begin workplan.
Recertification Workshop:  March 15, 2016 in Worcester.
Meeting adjourned.  Scheduled next meeting for February 29, 2016.  Will confirm before posting.
