Meeting Minutes

February 26, 2014

M. Johnson called the Board of Health Meeting to order at 5:00 PM

 

SEPTIC - BULLARD ST / LOT 4B:  Jay Finlay of Finlay Engineering Services represented the plans dated 1/3/14 for Wingspan Properties LLC.  They are asking for relief from 4’ groundwater separation to 3’.  They can only provide 78’.  They will also be going before Con Com and the Planning Board.  They will need a deed restriction for a one (1) bedroom home.

 

M. Johnson motioned to approve.  M. Ricker seconded.  All in favor.  APPROVED.

TOBACCO CONTROL REGULATIONS:  Sarah McColgan from Mass Health Officers Association addressed the Board to review issues and answer questions.  She also discussed pulling tobacco sales from pharmacies, which Holden has 5.

 

M. Johnson motioned to move forward to a public hearing.  M. Ricker seconded.  All in favor.

 

The Board agreed to send a draft of the Tobacco Regulations to all vendors / retailers before the public hearing.  The effective date for the regulations will be the same as the Tobacco Permits.  The high school should also be sent the final Tobacco Regulations.

DIRECTORS REPORT:

 

  1. Town of Grafton:  Kerry Clark informed the Board that the Town of Grafton joined the Alliance as of March 1, 2014.
  1. Childhood Lead Program:  Program was picked up by the Alliance.
  1. Drug Take Back Program:  April 26, 2014.
  1. 324 Chapel St:  There is an abandoned building since August 2013, and the neighbors are complaining.  The owner has been unresponsive.  K. Clark said he would like to set up an administrative hearing to see what the owners’ plans are.  Dennis Lipka has also been very unresponsive in getting back to Worcester regarding this issue.

SEPTIC REVIEWS:

340 MALDEN ST / LOT 10-11:  Mark Popham designer for Greenstone Realty.  Plans dated 1/29/14.

M. Johnson motioned to approve.  M. Ricker seconded.  All in favor.  APPROVED.

KENDALL ROAD / LOT 6:  Mark Popham designer for Green Stone Realty.  Plans dated 1/28/14.

Conditions:

  1. The abutters need to be shown on the as-built plan.

 

M. Johnson motioned to approve.  M. Ricker seconded.  All in favor.  APPROVED.

354 STERLING ROADChris Knuth designer for Craig Paradise.  Plans dated 1/21/14.

Conditions:

  1. The abutters need to be shown on the as-built plan.

M. Johnson motioned to approve.  M. Ricker seconded.  All in favor.  APPROVED.

OTHER BUSINESS:

  • Meeting Minutes:  M. Johnson inquired about the meeting minutes that West Boylston is looking for.
  • Scheduling Meetings:  Doodle.com was recommended for scheduling meetings.  D. Sciascia will check it out.

Next Meeting:  Tuesday, March 11, 2014 at 5 PM will be a Public Hearing for Tobacco Regulations.

M. Johnson motioned to adjourn the Board of Health meeting.  M. Ricker seconded.  All in favor.
