HOLDEN CONSERVATION COMMISSION

Members Present:  Mike Scott, Anthony Costello, Kenneth Strom, Luke Boucher, Mike Krikonis

 

Members Absent:  Matt Kennedy, Rob Lowell

 

Others Present: Pam Harding, Conservation Agent, Liz Fotos, Recording Secretary

 

M. Scott called the meeting to order at 7:01PM. 

 

ORDER OF CONDITIONS- Review of Drainage Stoney Brook Estates

 

P. Harding told the Commission that she had the revised plans for Stoney Brook Estates.  The Board reviewed the plans.

 

M. Scott asked if they were piping down to the basin.

 

K. Strom asked if the level spreader was going away. 

 

P. Harding stated that they were no longer doing the concrete box; they were piping to the bottom of the hill.

 

M. Krikonis asked where the pump stations were located.  P. Harding replied that they were on Teresa Drive and Joel Scott.  She showed them the location.

 

L. Boucher stated that what he had discussed with the developer was that he did not want the amount of clearing to be done that was being shown.  He stated that they did not need to go very deep; the pipe did not need to be 20FT away from the existing line.  He stated this was the first he was seeing these plans.

 

K. Strom asked about the level spreader.  L. Boucher stated that it should be further down.

 

P. Harding stated that they should decrease the width and bring the pipe out lower to flatter ground. She showed the Board where the drainage went to.

 

M. Scott asked if Graves Engineering had reviewed yet.  P. Harding replied that they had received the plans on Friday and Mike Andrade, Graves Engineering was on vacation.

 

L. Boucher stated that there would be no need for an additional easement.  K. Strom stated that there should be an easement; he didn’t want to cut trees.

 

M. Scott suggested going down slope and taking it into the 25FT that was wooded.

L. Boucher replied that it was not necessarily wooded but it was brush.  He stated that the whole idea was to go around the wooded area.  He suggested to discharge to the hill same as where the level spreader is now.  He stated that was the whole point; if you were going to discharge to the top of the hill there would be the same issue.  He showed the Commission the side of the berm.   He showed the Commission on the plan what he was talking about.

 

M. Scott asked how they would get access to the berm.

 

M. Scott asked who did the plans.   He asked if Mike Andrade, Graves Engineering would be reviewing the plans and making comments.  He asked P. Harding to forward the Board’s comments/ conversations to M. Andrade as a conversation with the homeowners/ abutter.

 

M. Scott asked if there was erosion from the last storm.  P. Harding stated that there was and suggested having it evaluated.

 

M. Scott asked about the family that owned the lot; if he was involved in the conversations.

 

P. Harding replied that they were agreeable to let the Commission on the property to look at it but they were hesitant to allow the developer to do any work on his property. 

 

L. Boucher stated that in theory this revision would eliminate that from being necessary.

 

M Scott stated that there was no hearing open at this time.

 

P. Harding stated that they had not submitted a formal amendment at this time but now that it was becoming work in a buffer zone it would be.

 

L. Boucher stated that this would probably not work outside the buffer zone.

 

M. Scott asked if the work could be amended as a minor change.  P. Harding replied that they could. 

 

M. Scott asked about the other abutters; he asked if they were satisfied with the plan. 

 

L .Boucher replied that he believes they are okay with the plan; he stated that they will have the pipe but will also have fill coming in to have the backyard extended.

 

M. Scott asked if K. Prachniak (abutter that was dealing with erosion issues) was aware of everything.  P. Harding replied that he was.

 

M. Scott asked if the wetlands lines were still valid.   P. Harding replied that they were still good.

 

M. Scott asked if the flags were still up.  P. Harding replied she did not think they were. 

 

K. Strom asked what M. Andrade; Graves Engineering was doing.   P. Harding replied that they were hired by the Planning Board to do a peer review on the developer’s solution as to how to fix the drainage problems.

 

M. Scott stated that they matter was continued to the September 7, 2016 Conservation Commission meeting.

 

NOTICE OF INTENT- Greenwood Estates- DEP File #183-612

Jackson Woods Investments, LLC Union Street- Assessing Map and Parcels 132-95, 132-80 and 148-47

 

The matter was continued to the September 7, 2016 Conservation Commission Meeting.

 

REQUEST FOR CERTIFICATE OF COMPLIANCE- 500 RESERVOUR STREET

 

P. Harding stated that they had discussed this matter at the last meeting and they did not do the piping according to plans.  She stated that the plan was for five 8” pipes and he did four 15” pipes.  She stated that the plan had them spread out as well and they were close together.  She showed the Commission pictures of the site. 

 

L. Boucher stated that what they put in was able to handle much more capacity.  P. Harding replied that the site looked good.

 

M. Scott asked if the site was stable.  P. Harding replied that it was. 

 

M. Scott asked when the picture was taken. P. Harding replied it was taken the day before the meeting (August 8, 2016).

 

M. Scott asked if the site had any other problems. He asked if the septic had an as built completed.

 

P. Harding replied it was out of the buffer.

 

Motion by K. Strom, seconded by L. Boucher, it was UNANIMOUSLY VOTED TO ISSUE THE CERTIFICATE OF COMPLIANCE TO 500 RESERVOIUR STREE

 

REQUEST FOR CERT OF COMPLIANCE- JEFFERSON MEADOWS

 

P. Harding stated that this was for a partial certificate of compliance.  She stated that a while ago, after they did the bridge, the Commission required the replication area be monitored for three years.  She stated that they submitted the final report and had requested that the matter be closed.  She stated that EcoTech gave the site a 90% effective rate.

 

L. Boucher replied that 90% was a good percentage.  P. Harding agreed.

 

K. Strom asked who conducted the report.  P. Harding replied Scott Morrison did.

 

Motion by K. Strom, seconded by M. Krikonis, it was UNANIMOUSLY VOTED TO ISSUE A CERTFICATE OF COMPLIANE FOR JEFFERSON MEADOWS, DEP FILE # 183-489

 

APPROVAL OF MINUTES

 

Motion by A. Costello, seconded by L. Boucher, it was UNANIMOUSLY VOTED TO APPROVE THE JUNE 29, 2016 CONSERVATION COMMISSION MEETING MINUTES AS CORRECTED. 

 

MISC.

 

K. Strom asked P. Harding where they Town stood with the gravel operation. 

 

P. Harding replied that she was not sure.

 

M. Scott asked if the Town was responsible for the condition of the rail road crossing.

 

P. Harding replied that the Town was.

 

K. Strom replied that he thought it was in their right of way; but that they would need to be involved.

 

P. Harding asked if the Commission wanted her to find out details. 

 

K. Strom asked her to; he stated that it was bad.

 

Motion by L. Boucher, seconded by M. Scott, it was UNANIMOUSLY VOTED TO ADJOURN THE AUGUST 3, 2016 CONSERVATION COMMISSION MEETING AT 7:46PM.
