HOLDEN CONSERVATION COMMISSION

R. Lowell called the meeting to order at 7:00PM.  He stated that the Commission had a quorum for all agenda items.

 

ORDER OF CONDITIONS- Review of Drainage- Stoneybrook Estates      

 

P. Harding told the Commission that the applicant had submitted the solution for review today (February 3, 2016) and the Town does not have comment yet.  She stated that the matter went before the Planning Board and they want peer review of the drainage and remedies of resolution.   She stated that it seems to be forming its own wetlands and is depositing silt on wetlands and an abutter’s property.

 

L. Boucher asked who was conducting the peer review.  P. Harding replied that it had not yet been determined. 

 

R. Lowell asked if it was for the Town to select.  P. Harding confirmed it was.  She stated that the initial application was reviewed by Graves Engineering, so it would probably make sense to continue with them.

 

M. Krikonis entered the meeting at 7:02PM.

 

R. Lowell asked if any action needed to be taken at this time.  P. Harding replied that it should be continued until the next meeting but that she would like for it to stay on the agenda until there is resolution.  She stated that it seems as though the existing wetlands is being bypassed and a new one is forming below it from the discharge.

 

Motion by M. Krikonis, seconded by L. Boucher, it was UNANIMOUSLY VOTED TO CONTINUE THE ORDER OF CONDITIONS / REVIEW OF DRAINAGE FOR STONEYBROOK ESTATES UNTIL THE MARCH 2, 2016 CONSERVATION COMMISSION MEETING.

NOTICE OF INTENT- 38 BRATTLE STREET- HOLDEN TOWER TENNIS CLUB- Construction of 3 Tennis Courts and Associated Parking

 

R. Lowell stated that there was additional information prepared by the consultant.

 

Scott Jordan, Eco Tec. Inc and Don Graves, Graves Engineering were present for the applicant.

 

S. Jordan stated that he believed that all issues were addressed satisfactorily.

 

D. Graves stated that there were a few lingering issues that they cleaned up and repackaged it to the Town engineering department.  He stated that they received an email today (February 3, 2016) informing them that all the concerns were addressed.  He stated that the issues that they did change were relatively minor; they originally were not doing a recharge forebay.  He stated that based on the hearing they spoke to the client and put in recharge as well as forebay and that resulted in a reduction of offsite flow rates.  He stated they did not adjust for the rip rap, they left that alone. 

 

D. Graves stated that there was another question relative to the duration delta times; he stated they originally used the 10-20 hour bracket but relative to recharge and runoff volumes a better representation was to run it 0-24 hours so there is a better analysis of the flows.

 

R. Lowell asked if there was an increase in volume.

 

D. Graves replied that they had reached the point where they are reducing run off volume and peak rates. 

 

R. Lowell asked if there was an increase that was corrected in the design. 

 

D. Graves replied that the numbers were adjusted.  He stated that when they did the analysis it was done pre development and now it was done post development.  He stated that when it was originally computed they added 1500 SQ FT that wasn’t there in the post development and that mistake was corrected and adjusted.

 

K. Strom asked about the soil types.

 

P. Harding stated that Isabel McCauley, DPW Civil Engineer ran the soil types and they came out fine.

 

R. Lowell asked about the downstream analysis at Doyle Road; he asked if there was any hydraulics found.

 

D. Graves replied nothing was found.

 

R. Lowell asked if the Commission had any questions or comments; no members of the Commission replied.

 

R. Lowell asked if the public had any questions or comments; no members of the public stepped forward.

 

Motion by L. Boucher, seconded by A. Costello, it was UNANIMOUSLY VOTED TO CLOSE THE PUBLIC HEARING FOR NOTICE OF INTENT 38 BRATTLE STREET/ HOLDEN TOWER TENNIS CLUB; CONSTRUCTION OF THREE TENNIS COURTS AND ASSOCIATED PARKING.

 

R. Lowell thanked the applicant for their additional work and information throughout the process. 

 

L. Boucher asked if stock piling even temporarily was addressed in the standard order of conditions. P. Harding confirmed it was.

 

Motion by L. Boucher, seconded by M. Krikonis, it was UNANIMOUSLY VOTED TO APPROVE THE NOTICE OF INTENT FOR 38 BRATTLE STREET- HOLDEN TOWER TENNIS CLUB- CONSTRUCTION OF THREE TENNIS COURTS AND ASSOCIATED PARKING AND ISSUE A STANDARD ORDER OF CONDITIONS.

R. Lowell stated they had a window of time to do their work.   P. Harding replied that they have until the end of March but they have not done any work yet.

 

SIGING OF FORMS- Extension of Time 2451 Main Street

 

P. Harding asked the Commission to sign documents.

 

APPROVAL OF MINUTES

 

Motion by L. Boucher, seconded by K. Strom, it was VOTED TO APPROVE THE JANUARY 6, 2016 CONSERVATION COMMISSION MEETING MINUTES AS CORRECTED BY A VOTE OF 4-0-1 (M. Krikonis: abstain).

 

A member of the public asked about Holden Tower Tennis; she stated that there was a February 15, 2016 deadline and asked if the work was going to be able to start for that date.

 

L. Boucher stated that 1/3 of the Boards approved it; it still needed approval from the Planning Board and the ZBA. 

 

The woman stated that they received information about the terms of the merger agreement and they need to know when they are able to move forward with construction.

 

P. Harding replied that she could not tell them that but there is a twenty day appeal period and they have not yet received the application. 

 

The woman stated that they were not able to start construction.  P. Harding replied no, they were not.

 

Motion by L. Boucher, seconded by M. Krikonis, it was UNANIMOUSLY VOTED TO ADJOURN THE FEBRUARY 3, 2016 CONSERVATION COMMISSION MEETING AT 7:19PM.
