MINUTES

  1. OPM Report:  Gary Kaczmarek gave a construction update. The site work is moving fast. The concrete walkways are in place in the rear plaza. The sidewalks are complete around the building except where there is temporary power. The landscapers are laying sod, planting trees and the mulch strip is almost complete. The center island was done last week. More sod will be laid in front of the building. The softball field has been rough graded and rolled. The retention area has been completed. They are finishing the rough grading where there is hard surface parking until phase 2 begins.

Most trades are in good shape in the interior of B building.  The electrician, Griffin, is installing lights and Wi-Fi. The tiles are progressing in the stairways and then they will move onto the 1st floor. Painting is going on in the gym. The dry wallers are moving along in the kitchen and the main lobby. The projection screen has been installed in the cafeteria.

The only issue is with the relative humidity in the slabs. CTA said they are behind schedule because of the problem, but Steve Taylor says it will be ready for furniture when it is time. LPA is sending them a letter regarding the schedule and their plan to get back on track. Paul Challenger asked if this has to do with not covering the building last winter. Gary did not think that was the problem. It is more important that the building has heat to bring it back up to temperature. CTA has installed temporary gas heaters and are working on getting boilers up and running. They should be ready next week. The relative humidity requirement is not more than 85%. Their tests showed above that, but our 2 tests in mid October showed below 85%. Some of the probes could be off by 2%. The slab temperature is not where it needs to be. They are at 55 degrees, but need to be around 70 degrees. It is the flooring sub who wants to make sure the floors meet the requirement to guarantee the flooring. As the owner Gary does not want to see the town liable. We need to make sure it is done right. We are looking into some options. One is a better adhesive. It would cost approximately an additional $20,000 - $36,000. The major concern is the slab on grade. They have not done any tests there yet. The hope is to get the building up in the 70’s. They will test at last minute to check the slab on grade. The work needs to be started by Christmas to get it done on time.

Everywhere else the quality is good. There is some power on with minimal misses on the electrical. HVAC is ready to go. A letter needs to be sent to CTA to let them know we are willing to go with another adhesive. Dave White wanted to know what would be the best way to keep the sequence of work going. Mike Pagano and Gary had a discussion with CTA about the adhesive. They feel it is worth looking into. He also feels the contractor has not met their responsibility, and the larger problem is that they are 35 days behind schedule. The right thing to do is to remind the contractor of their obligation to deliver the building on time. CTA needs to give us a plan to get back on schedule. Mike still thinks a more aggressive adhesive should be considered. Dave said it may be ok for the 2nd & 3rd floors, but may not be for the 1st.  Bill Senecal said the 1st floor is starting to heat up, and they can look at it floor by floor. The slab on grade is the hardest. With the heat on we may get the relative humidity down. Mike feels the heat isn’t enough to dehumidify and is going to ask for a remediation plan.

Chris Lucchesi left at 7:45.

Gary stated the purchase order for FF&E will go out Friday.

Gary presented 2 proofs for the dedication plaques. After a discussion the proof will be sent back to the printer for revisions.

 

  1. LPA Update: Mike Pagano talked about the schedule and how he needs to act on the town’s behalf. He will notify CTA to take action. The committee should consider meeting back in 2 weeks. Immediately we will remind them of their responsibilities of phase 1 in April. It is critical to get a plan in the next couple weeks. Gary stated that at one time there was a 32 day delay, and they caught up. They reserve their rights at every turn.

 

  1. Misc: FinCom wants a tour next Tuesday at 5:30. Dave said he will send out an email for a response.

Dave White commented that the median strip landscape design is going to be a disaster to maintain. Mike said visually it needed something.

Dave mentioned we need to get all concrete sidewalks sealed with 2 applications, 1 now and 1 at end of the project.

Dave asked if anything has been discussed with Wood Meister regarding a podium.  Gary said they have a drawing from the public safety building and will get price.  Dave suggested a remote light & sound panel built into podium and include the WRSD seal. Bill said he will work on it

Dave White motioned to accept the minutes from October 13, 2015, Larry Galkowski seconded. All were in favor with Margaret Watson abstaining (she could not view the minutes due to computer issues).
