MINUTES

7:00pm                                                                        Holden Municipal Light Department

Present:     Chairman Paul Challenger, Dave White, Larry Galkowski, Bob McCarthy, Jacquie Kelly, Erik Githmark, Chris Lucchesi, Gary Kaczmarek, OPM, Sue Lucia

  1. OPM Report:  Gary Kaczmarek gave a construction update. The punchlist is ongoing interior and exterior. The old school is down and off the site. We are waiting for last hazmat reports from Universal. They have graded and bindered the rear parking lot. They are laying out the sidewalks, handicaps and the Cape Cod berms. Work is progressing on the bolder wall on east elevation. Preparations are ongoing for the top coat. They are grading for the soccer field. The elevation was raised 2 feet. The granite curb continues next week. The back turf pavers at entrance road are being laid. We are not sure if walkway will be complete for start of school. The teachers return August 29th and the students return August 30th. The start of the infiltration basin is to begin in about a week. The cherry doors are almost completed. The air handlers are running well. The door sweeps are completed. They will add another weather stripping on a few of the interior doors. The punchlist has about $350,000 of real money left that hasn’t been completed. We are waiting on the back punch. Everything is going well.  Mike Pagano said they do their own punchlist and set the number. The number is equal to 3x’s the value. The date of substantial completion starts the 12 months of warranty. Some warranties do not start until the items are off the punchlist and/or are approved. The bonding company assumes some of that responsibility, too. Mike stated the building looks wonderful.

Gary reported that the budget is staying the same. We are projected to be $9 million dollars under budget.

Gary started a discussion on the school text and online purchasing. Erik Githmark has put together a proposal. The total so far is in the $125,000 range. Since the total is so much it has to go into goods and services. There are exemptions for textbooks and online teaching supplies for schools, but you need to have good documentation stating why that is the sole source to be used. Gary has not gotten that documentation as of yet. He can go over it with Erik as to what is needed to be done to move forward. He called the Attorney General’s office and they confirmed it would take a couple weeks if it goes on the public register. It is similar to 149 bidding. Erik said they are looking for a balance between traditional texts and online newer things.

Gary asked for a CO #14 vote for a not to exceed $111,348.92. He said the concrete sealer might be lower. They are using Barricade material. They may work with the DPW to do the baseball infield to cut the cost as long as they have the time Chris Lucchesi motioned to approve CO #14 not to exceed $111,348.92 Bob McCarthy seconded all were in favor of approving CO #14 not to exceed $111,348.92.

  1. LPA Update: Mike Pagano said they are looking toward close out of the project. Even with the complicated matter of the three phases, they are in a good place. The final work completion date is November 29th. The project is in good shape. Paul Challenger asked about the solar being approved. Bill Senecal said they are coming tomorrow. There have been some glitches. The light department looked online and they said they are not working up to maximum potential. The manufacturer is coming tomorrow to see what is going on. We are still working on it and are still holding money. It is the same situation with HVAC. One thing to report is all the doors are all working perfectly. Paul asked about the area along the right side. He noticed trees trimmed and asked if we are planting. Gary said there are supposed to be a bunch of trees, but we may not be able to put as many in without damaging the old oak trees. Bill said there are 27 trees to put in. They have asked a landscape architect for advice on where to put them.
  1. Misc: Paul asked about the bricks that were held aside for the PTA to do a fundraiser. Erik said they have been saved.

Paul Challenger started a discussion on the Open House. The date is scheduled for October 15th. There will be floor plans that will highlight different rooms of interest. Students will be available in a few of the rooms for guidance and information. Otherwise, people will walk through on their own. The podium will be taken outside and chairs will be set up in front of the main door. A ceremonial ribbon will be across the main entrance with 8-10 people holding scissors to cut the ribbon. Dave White will take care of the sound system, chairs, light refreshments and a tent in case of inclement weather. Jacquie Kelly will invite the dignitaries. Gary will invite the MSBA. Paul will invite the superintendent, principal, school committee. Chris Lucchesi with take care of the program and map. Erik will provide a floorplan. Paul and Erik will go to the selectman’s meeting to get it on the access channel to get the word out. Dave suggested getting the kids involved by having one student speak. Erik agreed that that is a good idea and will chose a student.
