MINUTES

 7:00pm                                                     Holden Municipal Light Department

Present: Chairman Paul Challenger, Margaret Watson, Bob McCarthy, Gary Kaczmarek, OPM, Erik Githmark, Sue Lucia, David White (arrived at 7:10), Chris Lucchesi (arrived at 7:30)

  1. OPM Report

Gary Kaczmarek gave a construction update. Work is progressing on the light metal studs; exterior studs in B building are completed and work has started on A building.  Mechanical duct work has been installed on 2nd  and 3rd floors and will be moving onto the 1st floor. Roof was started but it has been tough this week due to the weather. Plumbing storm drainage has been installed up to roof drains. The wood blocking for the roof in B building is to be done. Not much electrical has been started.  Mechanicals continue inside along with the heating pipe. All site work is pending the weather. The results of the mock-up panel test showed some areas passed and some failed. CTA has relayed that the manufacturer feels the test wasn’t done properly. In lieu of taking mock-up apart we agreed to put a couple panels up on site Friday. Will re-test other failures on the mock-up. Testing will continue as other tests progress.

Budget cost report is up to date as of December. Nothing has really changed. Should have PFA by next meeting. CTA commented that it would be a good idea if the town held onto full appropriation for the future. That is the plan. Generator purchase is ready to go. We will be reimbursed appropriately.

Time line: CTA’s latest schedule suggests the 23rd of May for completion of Phase One. The original date was the 11th of April. The documents state April 11th as the substantial completion date with handover of Phase Two the next day. This could be a problem.  Gary will discuss the extension of contract with LPA. Dave White commented that the issue then will begin to compound. If they don’t get the outside completed per the contract, you could have a long period claiming some compensation for presence on site. The completion in May instead of April can work but the problem will be Phase Two. Hope to print out a schedule by next month.

  1. LPA Update

Mike Pagano referenced a letter from CTA on 12/26/2014. It reported that the schedule is to be put off until May. It claims LPA failed to produce a shop drawing for windows and colors. This claim requires a lot of research for a response. We don’t agree with this position. They asked how the owner wants to remedy the schedule. There are contradictions on their schedules. We will respond. Response will be they are wrong in our view. At this time we do not accept the claim. Colors were processed on time and delay must be due to something else. No evidence that they warrant money to make up for lost schedule. We need to get together with schedule issues. Mock-up was supposed to be tested before actual work on the building begins. Not happy with how several matters are going. We may have a rough road ahead. Construction in place is what it should be. Problems are with money & schedules. CTA ends everything with “rights reserved”.

  1. District Update: Erik Githmark reported that everything is good at this point.

 

  1. Misc. Dave White tried to be optimistic. As far as the FF&E is concerned, when we get to the point of ordering, some things will hopefully be clearer. Reality is that if the furniture gets done and we need to store it that is short dollars. We have done that before. There are plenty of days to make up between now and the end. If we need to work it out we can do it. We need to collectively figure out how to make it happen. Mike Pagano stated that it is too early to truly know if we have a scheduling problem. Bill Senecal stated that at the next meeting he would like to bring in colors.                     Paul Challenger mentioned that we need to write a blurb for the annual town report and asked if anyone would like to do it. Margaret Watson said she would be happy to do it.
