Revaluation & Recertification

Following a change in state law in 1979, all communities were required to perform a comprehensive valuation of all property in the community, including a full measure and list program to collect property data and a detailed market analysis of property sales. Once this was done, a community was "certified" by the state Department of Revenue, meaning that the community was following state guidelines and assessing all property at full market value, as required by law. After initial certification, all communities are required to be "recertified" every five years. In order to be recertified, a community must demonstrate that it has maintained the integrity of its property data, analyzed the sales market, adjusted values to be at 100 of market value, and met various statistical requirements.

 

Will someone be inspecting my house?

Yes, our data collector who works for the Board of Assessors will be visiting all properties in Town over the next several years. In order to meet the requirements of the Department of Revenue, every community must conduct a cyclical re-inspection program of all property. The purpose of this program is to ensure the accuracy of property record data for valuation. An inspection will typically take no more than 15 minutes at which time interior and exterior data listed on the assessors property card will be verified.

How will I identify the data collector?

Before our data collector visits your property, you will receive an official letter informing you that your property is scheduled to be inspected Our data collector will have an official photo ID issued by the Town of Holden. If you have any doubt about who the person is you should call the assessors office or the Police Department. If you are not at home at the time of our visit, we will verify exterior data and a notification card will be left at your door with instructions to call for an appointment to do the interior inspection. We hope you will cooperate with our effort to collect this data. It will enhance the property description files and allow the assessors to further refine the assessment process.

How will I find out what my new assessment is?

The actual tax bill mailed to you at the end of December reflects the assessed value, current tax rate and annual taxes. The assessment of your house can change annually due to inflation and other normal factors that impact the real estate market. The assessed value reflects the changes in the real estate market from the time it was last valued.

Can I review my property assessment after receiving the bill?

Yes. After the values are finalized you may access the public computer terminal or reports we have available in our office. You may review the data and assessed values on all property in Town if you wish. The office staff is available to offer assistance and explanations.
