Matthew Kennedy opened the meeting at 7:00 p.m. 

7:00 p.m Notice of Intent – Greenstone Realty, LLC – Malden Street Construction of a single family home – Assigned to Kenneth Strom – This hearing was a continuance from the March 5, 2014 meeting.  At the March meeting the Commission could not verify the wetland flagging due to the presence of snow cover, so the Commission requested a soil evaluation be conducted due to the inability to review the vegetation.  The soil evaluation was submitted by a licensed soil evaluator, samples were taken at each wetland flag.  Since the March meeting the Commission conducted a site visit after the snow melt and questioned the wetland line and hydric soils, particularly in the vicinity of wetland flag #3.  the Commission discussed hiring peer review, Matthew Kennedy state the soil evaluation was represented to the Commission as requested and was unsure what would change from a peer review.  The Applicant agreed to move wetland flag #3 over 7 to 8 feet if that is what the Commission felt appropriate.  Kenneth Strom asked if a USGS map was included in the Application, it was not.  Matthew Gull, 330 Malden Street questioned how the Commission could approve a plan they did not agree with, Laura Gull stated the stream flows consistently and she was confused how a home could be built.  Kenneth Strom made a motion for the Commission to hire EcoTec, Inc.  utilizing funds from the Conservation Commission account to conduct a peer review of the wetland line to determine if the stream was perennial or intermittent, Michael Krikonis seconded the motion, all were in favor.  The hearing was continued to the May 7, 2014 meeting. 

CERTIFICATE OF COMPLIANCE – 30 CIMARRON LANE – David Clarke asked what the Commission would require to rectify a previously denied Certificate of Compliance.  The Commission approved a set of plans but significantly larger home was built without the Commission’s review, the proximity to the wetland remained the same.  The Commission asked for an as-built of the property, to compare the existing home and grading.  The Commission agreed the 25’ limit of no disturbance was maintained.  Michael Krikonis made a motion to issue a Certificate of Compliance, Kenneth Strom seconded the motion, all were in favor.  . 

Kenneth Strom made a motion to approve the minutes from March 5, 2014, Michael Krikonis seconded the motion, all were in favor, 5-0.

The next meeting will be conducted on May 7, 2014.

The April 2, 2014 meeting minutes were approved on June 4, 2014.
