Michael Scott opened the meeting at 7:10 PM

 

CERTIFICATE of COMPLIANCE – Quinapoxet Street, Jefferson Meadows,

LLC DEP File #183-547 – A partial Certificate of Compliance was requested for the construction of the driveway and stream crossing.  The driveway is complete, however, the excavation of sand and gravel will not be completed for at least the next 4 to 5 years.  Erosion control is in place.  If a partial Certificate is granted it would allow contractor payment for work done on the driveway.  Mr. Hultgren stated that the replication area is healthy which is typically kept open for 3 years and does have new plantings.  The back sand lot abuts the wetlands, the slopes are stable with grass and there is an ongoing maintenance program in place, the pond does have sand on the bottom. 

 

Kenneth Strom motioned to issue a partial Certificate of Compliance, upto Station  8+00 excluding the replication area which must be monitored for three years, Luke Boucher seconded the motion – all in favor (4 – 0).

 

ENFORCEMENT ORDER – 270 Shrewsbury Street – DEP File #183-578 – Mount View Middle School

EcoTec, Inc. (Environmental Consulting) findings were presented by Paul Challenger and Matt Kaye to address the Minor Violation of the site which occurred on July 15, 2014 as the result of the heavy thunderstorm.  The site heavily eroded and silt entered a wetland system.  The site was visited by Scott Morrison of EcoTec, Inc, Scott Fenton, of EcoTec presented Mr. Morrison’s findings.  all temporary measures due to the storm breach were in place.  The biggest impact was in the northwestern area of the property.  Two to ten inches of fresh sediment is proposed to be removed by hand, blue and white flagging is in place and recommended that the area be further marked off by caution tape.  The primary source of impact was the 18”drainage outlet.  A temporary berm has been put in place. There were catch basins in place but the run off ran right over.  A large berm was added on the top of the hill.  The 18” drainage pipe was diverted to a rip rap swale containing a plunge pool discharge to a  vegetated site downhill.  All measures were done on site not on the wetlands.  Michael Krikonis made the comment that there was some confusion over boundary lines and wetland flags which has since been addressed.  The Wetland Scientists plan to inspect the site after sediment is removed and present a final report.  EcoTec will be sure that they are satisfied with the findings before they sign off.  There were no comments from the public in attendance.  EcoTec will return for the September 3rd meeting to present their update. In the meantime the project is clear to proceed. 

 

ABBREVIATED NOTICE OF INTENT – Lot 4 A Rondeau Road Eagleville Realty, LLC - Construction of Driveway and Septic for Single Family Home –

Assigned to Anthony Costello

Brad and Jill Erickson along with Alton Stone of Eagleville Realty presented to the Commission lot plans for site 4A Rondeau Road. Anthony Costello visited the site 4 A Rondeau Road to address the driveway issues.  He reported that the Board of Health voted in the septic system.  The driveway had been graded away from the wetlands and the recharge area for the Septic System was moved out of the buffer.  The plans have been stamped by a Professional Engineer.  The question was raised as to whether there were any plans to replant, the response was no.  The only cutting needed would be for the light department.  The wooded area would be left as a buffer. The next step would be to request a building permit.  A Motion by Anthony Costello to close the hearing; the motion was seconded by Luke Boucher, all in favor (4-0).Luke Boucher made a motion to issue a standard Order of Conditions, Anthony Costello seconded the motion all were in favor, 4-0.

 

NOTICE OF INTENT – Fisher Terrace Phase II – Fisher Terrace Phase II Construction of 12 additional condominium units

CONTINUED to the September 3rd meeting at the Applicants request.  

 

NOTICE OF INTENT – 525 Main Street – Toni Mandel Proposed Additional to a Commercial Property – Assigned to Luke Boucher Pam Harding read the Public Hearing Notice Patrick Baker, HS & T Group represented Toni and Terry Mandel for the construction of a 525 sq.ft. addition to the existing motor  vehicle inspection station.  The addition is occurring over existing pavement, the facility will have floor drains with holding tanks for fluids which are all kept inside.  Michael Scott confirmed with Patrick that vehicles will be worked on within the building, minimal parking will outside the structure on site while customer are waiting for repairs.  The area between the BVW and proposed addition is disturbed with a clear break in grade from the site to the wetland.  Luke Boucher made a motion to close the hearing, Kenneth Strom, seconded the motion, all were in favor (4-0).

Luke Boucher made a motion to issue Standard Order of Conditions; Kenneth Strom seconded the motion , all in favor (4-0).

 

 

REQUEST FOR DETERMINATION OF APPLICABILITY 72 Old Salisbury Street – Robert Himmer – Construction of Garage on Slab

 

Pamela Harding, Agent visited 72 Salisbury Street.  They have requested whether it is feasible to have a slab installed to build a carport.  The area had already been cleared, has minimal grade and does not appear that it will interfere with the wetlands.  Pamela Harding requested that an RDA Form be filled out by Robert Himmer and presented at the September meeting.  In the meantime, Pamela Harding will inspect the property for any erosion concerns.

 

CERTIFICATE OF COMPLIANCE – Resigning of Certificate – 30 Cimarron Lane DEP File #183-366 The original certificate was lost prior to recording at the Registry of Deeds. 

 

APPROVAL of MINUTES could not be reviewed and approved as there was not a quorum present for the June meeting.

 

 

APPROVAL OF MINUTES for July16, 2014 A motion was made by Luke Boucher to approve the minutes of July 16, 2014, Kenneth Strom seconded the motion, the minutes were approved (4-0).

 

The meeting adjourned at 8:10 PM

 

The next meeting will be conducted on September 3, 2014.
