Landscape Architecture and Civil Engineering Services for the Design and Permitting of
New Athletic Fields and Playground-Industrial Drive and Dawson Recreation


The Town of Holden (the “Town”), acting through its Town Manager, is seeking qualified landscape architecture and civil engineering firms to perform design, permitting, bidding and construction administration and inspection services for the creation of new athletic fields at Industrial Drive, the improvement and expansion of existing athletic fields at Dawson Recreation, and the replacement of a playground at Dawson Recreation.

The Town of Holden will receive non-price and Price Proposals for “Town of Holden Landscape Architecture and Civil Engineering Services for the Design and Permitting of New Athletic Fields and Playground-Industrial Drive and Dawson Recreation” until Tuesday, June 28, 2022 at 12:00 P.M. in the office of the Town Manager, 1204 Main Street, Holden, Massachusetts 01520. Proposals will not be opened publicly, but will be opened in the presence of one or more witnesses.

The proposal forms and specifications for the work may be obtained from the Town of Holden’s electronic bid system, found at https://www.holdenma.gov/bids. The forms and specifications arelisted under “Landscape Architecture and Civil Engineering Services-DPW 22-5”. Register using the form found at the link for this project, as this will ensure you automatically receive any associated addendums. Once completed, you will then be able to view the Bid/RFP.

Non-Price Proposals shall be submitted in a sealed envelope marked “Non-Price Proposal for Landscape Architecture and Civil Engineering Services”. Price Proposals shall be submitted in a separate sealed envelope marked “Price Proposal for Landscape and Architecture and Civil Engineering Services”.

This project is being bid under the provisions of M.G.L. c. 30B § 6. The intent is to award a multiphase contract for three related projects to the most advantageous responsible and responsive bidder, taking into consideration both Non-Price and Price Proposals. Each project will include design, permitting, bidding, and construction administration activities. An Evaluation Team appointed by the Town Manager will review the Proposals and present ranked finalists to the Town Manager for the selection of the most advantageous responsible and responsive bidder. The Evaluation Team may choose to conduct interviews with select firms prior to making a final recommendation to the Town Manager.

Both Non-Price and Price Proposals shall remain in effect for thirty (30) days after the submittal date. Facsimiles and electronic mail submission are not acceptable. The Town Manger reserves the right to reject any or all proposals, and waive informalities in the proposal procedures or to accept the proposal deemed in the best interest of the Town of Holden.
