7:00 PM: W. Ritter called the Planning Board meeting to order.
REVIEW OF SIGNAGE ORIOL HEALTH CARE, 54 BOYDEN ROAD: The applicant presented the signage plan to the ZBA at their June 20, 2013 meeting. P. Harding provided a report to the Board of their findings.
The Board discussed restricting the time of lighting. John Boyce agreed to that and said there are precedence’s set on other cases. Big Y is one where the signage is approved.
D. Lindberg motioned to approve the signs based on the ZBA letter that complies with conditions of variance which restricted the lighting of signs from 6:00 AM to 10:00 PM. J. Head seconded. Vote 6-0, all in favor.

PUBLIC HEARING, SPECIAL PERMIT / DEFINITIVE SUBDIVISION, OPEN SPACE RESIDENTIAL DESIGN, OAK HILL, SALISBURY STREET, STANJOY ROAD, Winter Ridge Limited Partnership: W. Ritter read the Public Hearing Notice into record. He explained the Mullins Rule.
There was a staff meeting conducted with the applicant about the redesign of the wetland crossing. The crossing of the wetland was extended so the grading could be tapered, presenting a possibility of eliminating a retaining wall. DPW and the Con Com supported the revisions. The applicant is in the process of conducting revisions to the plan and compiling additional information requested by the Planning Board / staff.
The Board has a letter for review from the White Oak Land Conservation Society requesting fencing requirements of the detention basins be waived. The Board is in favor of no fencing of the pond if there is no extended ponding of water following rain events.
Public Comments:
- Kathy Meyer, 45 Chapin Rd: Wants to get a copy of the trail map, and wanted to know about the 20’ easement.
- Ron Packard, 861 Salisbury St.: Asked if the entrance into the site had changed.
Board Comments:
- O. Lies: The roadway is 24’, and the sidewalks are on one side only. He asked about aplayground and the 24’. There is no parking on one side of the roadway. He would like to see sidewalks on both sides.
Public Comments:
- Sue Madison, 80 Autumn Cir: Asked about the pump station location.
- There will be no fencing unless standing water is witnessed.
Board Comments:
- J. Michalak & O. Lies think 24’ is too narrow.
All but O. Lies agreed that they would like to see sidewalk construction on the outside of the road loop.
O. Lies motioned to continue to August 20, 2013. J. Head seconded. Vote 6-0, all in favor.

OTHER BUSINESS:
- Signage: The Board discussed lighting and the method utilized to determine the square footage of the Reliant signs.
- Retaining Wall: P. Harding updated the Board regarding the repairs to collapsed retaining wall on Vista Circle.
