Planning Board Meeting Minutes

October 22, 2013

Memorial Hall

Members Present:            W. Ritter, S. Carlson J. Michalak, J. Head

Members Absent:            D. Lindberg, O. Lies

Others Present:                P. Harding, Town Planner, D. Sciascia, Recording Secretary

7:00 PM:  W. Ritter called the Planning Board meeting to order.

PUBLIC HEARING, SPECIAL PERMIT / SITE PLAN REVIEW, MT. VIEW MIDDLE SCHOOL, 270 SHREWSBURY STREET, Town of Holden:  W. Ritter is recusing himself form the hearing, as a result the Board is short one member to obtain a quorum for the hearing, the public hearing is continued to November 19, 2013.

J. Head motioned to continue the Public Hearing to November 19, 2013.  S. Carlson seconded.  Vote 4-0, all in favor.

APPROVAL NOT REQUIRED, Village at Westminster Place, Newell Road Realty, LLC:  The Village at Westminster Place has submitted an ANR addressing terms of the agreement reached by the attorneys regarding the appeal of a previously denied ANR.  Town Counsel has reviewed the plans and agreed the revisions satisfy the court agreement and the plan is entitled to endorsement.  John Nenart, represented the project giving a brief history. 

J. Head motioned the plans were entitled to endorsement in accordance with the agreement reached in land court.  S. Carlson seconded.  Vote 4-0, all in favor.

Documents presented during review can be viewed in the Town Planners office.

WACHUSETT WOODS, BOND REVOCATION, AND DISCUSSION OF PUNCH LIST:  The DPW Director is reviewing the completed punch list and associated costs.  They will be forwarded to residents and the Board for review once the review is finalized.  The inspection of the pump station is still outstanding.

The town will be plowing this winter season.  The leveling coat will suffice for plowing, and the final coat when winter’s done.

Michael Krikonis, 10 Shady Ln:  Asked how the sidewalk on Nola was budgeted.  P Harding explained about the bond and DPW has not estimated the cost yet, nor for the street lights.  M. Krikonis also had questions for the Homeowners Association, regarding if the pump station is absorbed by the town, and about street acceptance.

The Board signed the Amendment to Wachusett Woods Security Agreement, enabling the Town to accept default by the developer and collect funds to complete the remaining construction items within the subdivision.

OTHER BUSINESS:

  • Tina Stratis will be the new Planning Board member.

NEXT MEETING:  November 19, 2013 – On the agenda are Newell Road, and Mt. View School.

S. Carlson motioned to adjourn.  J. Michalak seconded.  All in favor.
