Fisher Terrace Amendment                                                     CASE NO. 40B0105A
Phase II of Comprehensive Permit

The Zoning Board of Appeals held a public hearing on April 10, 2014 at 7:45 p.m. in Memorial Hall in the Town Hall, 1196 Main Street, Holden, MA on the Application of Fisher Terrace, LLC for property located on the easterly side of Fisher Road Assessing Map 243 Parcel 16.  the applicant has submitted an amendment to an existing Comprehensive Permit under Chapter 40B, for an affordable housing development referred to as Fisher Terrace.  Fisher Terrace, Phase II is proposing an additional 12 condominium units on 4.3 acres for a project total of 44 units on 14.3 acres.

Members in attendance:  R. Spakauskas, S. Annunziata, R. Fraser, J. Deignan and R. Butler.  F. Lonardo was in attendance for informational purposes.

The secretary read a letter from Pamela Harding, Town Planner, explaining that Town staff is still in the process of reviewing and commenting on submitted material.  The public hearing was opened this evening due to the limited time required to open the hearing by the Comprehensive Permit law.  

Mr. Paul Cusson, an Affordable Housing Consultant from Delphic Associates, representing Fisher Terrace, addressed the Board.  The applicant is proposing to amend the permit from 32 units of which 8 are affordable to 44 units of which 11 are to be affordable.                        

R. Spakauskas said he has some concerns regarding this project but will wait to comment until more information is received from Town staff.

The Board agreed to continue the hearing until such time they receive additional information from Town staff and have had ample time to review it.  A meeting on May 29th at 6:30 was discussed and agreed upon providing all information is received from Town staff by the next Zoning Board of Appeals meeting on May 15th.  The Board is meeting for other business that evening, at which time they will decide if May 29th will be definite.
