Fisher Terrace Amendment        - Phase II of Comprehensive Permit                      Case No. 40B0105A

 

The Zoning Board of Appeals held a continued public hearing on May 29, 2014 at 7:45 p.m. in Memorial Hall in the Town Hall, 1196 Main Street, Holden, MA on the Application of Fisher Terrace, LLC for property located on the easterly side of Fisher Road Assessing Map 243 Parcel 16.  The applicant has submitted an amendment to an existing Comprehensive Permit under Chapter 40B, for an affordable housing development referred to as Fisher Terrace.  Fisher Terrace, Phase II is proposing an additional 12 condominium units on 4.3 acres for a project total of 44 units on 14.3 acres.

 

Members in attendance:  R. Spakauskas, S. Annunziata, R. Fraser, J. Deignan and R. Butler.

 

Mr. Iqbal Ali, Crescent Builders, representing Fisher Terrace, addressed the Board.  The current approval was issued in 2005 for 32 units.  The amendment request also includes the addition of a cul de sac and relocating two existing units.  A plan was submitted to Pam Harding, Town Planner and Conservation Agent, asking to move ahead with Phase II.  However, they have discovered some wetland issues.  This request to change Phase I from triplexes to duplexes will not change the number of units.  There are currently three triplexes.  He asked that the Board approve this amendment to the original plan.  

 

R. Fraser said that according to Pam Harding’s letter, there are issues that have not been addressed.  

 

Mr. Ali said he has had some financial problems and had to wait to get financing with another bank.  He thought it would take at least eight months to complete Phase I.  

 

S. Annunziata said this project was started in 2005 and there was an issue with wetlands at that point.  Also another issue seems to be with the rental price.  

 

R. Spakauskas asked the applicant how much time he would need so that the issues raised by P. Harding would be addressed and completed.  Mr. Ali said one month.

 

The Board unanimously agreed to continue the public hearing for up to ninety days.
