Complete Street Policy and Initiative

The Town of Holden has been encouraging and incorporating “multi-modal” transportation designs in our roadwork construction and subdivision development for the past few years.  Multi-modal transportation includes all users, including pedestrians, bicyclists, and motorists.  The Town’s Complete Streets (CS) policy has been adopted and developed to routinely design and operate the entire right of way and provide greater opportunity and safer routes to significant locations in Holden.

The CS improvements include many different ways of increasing the safety of road users, such as installing sidewalks, grass buffers, upgrading wheelchair ramps with Americans with Disabilities Act (ADA) requirements, installing traffic calming measures, improving traffic signals and/or signage, and installing crosswalks.

The Massachusetts Department of Transportation (MassDOT) established a funding program to support this effort. In 2017, Holden officially adopted the CS policy. Under the CS program, select projects in Town can be eligible for the funding.

The DPW has compiled a draft “Prioritization Plan” which is list of projects that align with the CS Policy and could be eligible for the funding.  The draft was targeted to prioritize the potential projects within ½ mile of the elementary schools and middle school first, then begin to look at other areas such as dense neighborhoods, commercial areas, and main roads.

A copy of the Draft Prioritization Plan and a Town Map showing the locations are available below.  We are asking the residents provide the DPW feedback and ask any questions on the plan.  A comment section is provided below as well.
